The Pawnbroker is a traveling NPC who visits player settlements from time to time. They will buy any item from a player. Items that have an enchantment modifier will have a higher or lower value depending on the modifier. See Enchanting.
Starting in Version 0.32, The Pawnbroker can no longer be recruited. Pawnbrokers previously recruited remain. You can however still find them in NPC villages.
