The Mutant Hydra is the sixth Incursion Boss in the game. It can be summoned after completing the Scrapyard Incursion, which requires at least a Tier 8 Gateway Tablet. Its arena is situated within an indestructible factory-like area in the Scrapyard.
This is an extremely difficult boss to fight.
