The Elder Hat is a head slot cosmetic item that can be obtained when the Elder is killed. The Elder can be killed by raiders or monsters, but if a player is trying to get the Elder Hat, the most reliable way to get the Elder to "drop" it would be by restricting the Elder's movement through Settlement commands and setting up a trap to a timer mechanism, as all NPCs are vulnerable to trap damage. One pulse every 22 ticks seems to be the fastest possible increment.
The Elder Hat is not a part of any cosmetic set.
