This item increases armor penetration, negating damage-reducing armor on enemies. This is most effective against enemies who have high levels of armor, such as bosses. However, the dps increase you gain from Bone Hilt is the same no matter the amount of armor the enemy has. (Going from 0 > -20 armor and going from 100 > 80 armor is still a 10hp per hit damage increase). Therefore, Training Dummy is a useful way to check and compare the bone hilt's effectiveness against other trinkets such as Assassins Cowl's crit rate and Balanced Frostfire Foci's DMG increase and Damage-over-time if you have to pick one over the other.
It is especially strong for builds that rely on high rates of attack but lower damage, such as Carapace Dagger. Summons will strongly benefit from this effect as each summon attacks independently while having generally low damage per unit, and most melee summons has a high rate of attack too. Without Bone Hilt, those builds become increasingly less powerful because each and every hit is reduced by an enemy's armor value (currently 0.5HP per point of armor).
