The Snow Launcher is the only gun that doesn't cause damage in the current version. It can be obtained from the Traveling Merchant or in holiday gift boxes during the Christmas event. It uses snowballs instead of regular bullets. Although this weapon doesn't cause damage, it will slow down the speed of enemies.
