The Pretty Flower is an item that allows you to romance settlers; the settler must be at a decent quality of life or higher for it to work.
After giving the Pretty Flower to a settler, they'll suggest a variety of quests to go on. After completing enough of these quests, you can go on a date with them. If you go through with the date, you will now be "Life Partners" with that settler.
You can get a Pretty Flower from doing the tutorial through the Elder, or you can buy them from the Exotic Merchant.
