The Polar Claw is a trinket that is dropped by Polar Bears. The game currently does not display whether or not it is used to craft other things.
The slowing effect lowers the movement speed of affected enemies (may also lower attack or cast speeds as well, though this is unconfirmed). All of your damage can benefit from the slowing effect, including ranged attacks and summon damage (unconfirmed if thorns damage triggers it). Bosses are immune to the slowing effect.
